BRUSSELS — In what is being hailed as a historic victory for economic development advocacy, the European Parliament has adopted a landmark resolution explicitly integrating cooperatives into its multi-billion-euro "Global Gateway" strategy.
The legislative shift marks a massive pivot in how the European Union intends to distribute its flagship international infrastructure and development financing.
The newly passed resolution formally tasks the European Commission with introducing streamlined administrative processes and creating dedicated, ring-fenced financial windows. These mechanisms are specifically engineered to benefit small and medium-sized enterprises (SMEs), with an explicit focus on cooperatives and social economy enterprises.
The strategic policy update is designed to act as a regulatory safeguard, ensuring that the EU’s massive international investments trickle down directly to community-owned, localized enterprises rather than being absorbed exclusively by major multinational conglomerates.
The global cooperative sector has moved quickly to applaud the legislative breakthrough.
“The ICA strongly supports the emphasis on local ownership and community-centred development,” said Jeroen Douglas, Director-General of the International Cooperative Alliance (ICA), in a statement following the vote. “Cooperatives are uniquely positioned to deliver on these objectives by creating quality local jobs, strengthening resilient value chains, and ensuring a more equitable distribution of economic benefits.”
Beyond direct funding allocations, the parliamentary resolution directly addresses ongoing transparency concerns raised by watchdogs. The final text formally acknowledges civil society apprehensions, placing a heavy, mandatory emphasis on the rigorous monitoring and evaluation of the local impact of all future Global Gateway investments.
ICA leadership emphasized that meaningful, ongoing engagement with grassroots civil society groups will remain essential to ensure that the Global Gateway initiative delivers tangible, lasting value to the communities it targets.
With billions of euros in play for global infrastructure, digital networks, and climate resilience projects over the coming years, European policy analysts suggest that this resolution could fundamentally redefine the landscape of international development aid, setting a new global standard for localized economic empowerment.
