SALEM — In an aggressive move to boost consumer confidence and enforce institutional accountability, the Reserve Bank of India’s Integrated Ombudsman Scheme has been fully integrated into the operations of all rural cooperative banks and primary urban cooperative banks across Tamil Nadu. The regulatory expansion provides an independent, cost-free grievance redressal mechanism for millions of account holders who rely on cooperative networks for their daily savings and commercial transactions. Previously, resolving disputes regarding unauthorized transactions, hidden service fees, or delayed pension transfers required lengthy internal bureaucratic appeals.
Under the newly active ombudsman guidelines, if a cooperative bank fails to satisfactorily resolve a formal customer complaint within a 30-day window, the affected consumer can escalate the dispute directly to the central banking authority. The ombudsman possesses wide-ranging statutory powers to conduct neutral reviews, pass binding financial verdicts, and order cooperative institutions to pay direct compensation for service deficiencies or mental harassment. This structural shift is forcing local cooperative boards to drastically upgrade their internal compliance desks and train personnel in ethical banking practices.
Financial watchdogs believe this legal oversight is critical for protecting rural depositors against the systemic risks of localized financial mismanagement or fraud. By bringing cooperative entities under the identical regulatory microscope applied to commercial giants, the state is rapidly formalizing its cooperative credit framework. The move also mandates that all primary societies and rural banks implement advanced digital security patches, conduct mandatory bi-annual third-party audits, and maintain clear transparency over localized asset classifications and non-performing assets (NPAs).
