NEW DELHI — In a major bid to cement India's position as the undisputed global dairy powerhouse, the Union Government has initiated the rapid rollout of "White Revolution 2.0," a transformative cooperative program targeting a massive restructuring of the country's rural milk grid.The sweeping multi-year initiative aims to aggressively scale organized dairy coverage by establishing 75,000 new multi-purpose cooperative societies across uncovered panchayats, while systematically modernizing 46,000 existing ones. Backed by central budgetary allocations alongside strategic financial partnerships with international development institutions like the Japan International Cooperation Agency (JICA), the flagship project targets an ambitious 50% surge in organized milk collection. The blueprint aims to push total cooperative dairy procurement to an unprecedented 1,007 Lakh Kilograms per day over the next five years, with a structural mandate to place women's leadership at the center of local dairy operations.The program aims to address a long-standing imbalance in India’s rural livestock economy. While India proudly contributes roughly 25% of the world's total milk production, only about 30% of its dairy villages are integrated into the formal, organized cooperative marketing network. The remaining majority of marginal dairy farmers are frequently forced to rely on unorganized middleman networks, which suffer from irregular collection schedules, opaque quality-testing mechanisms, and fluctuating seasonal pricing. By spreading village-level Dairy Cooperative Societies (DCS) into previously unmapped rural corridors, White Revolution 2.0 ensures local producers gain direct, digitized access to stable consumer markets."This second wave is built entirely around formalization, technology-driven testing, and gender equity," explained a senior advisor linked to the National Dairy Development Board (NDDB). "Women are undeniably the primary workforce, handling over 70% of day-to-day animal husbandry work in Indian villages, yet they historically represent a far lower percentage of formal cooperative board members. Under White Revolution 2.0, funding allocations are directly tied to the creation of all-women dairy cooperatives, placing financial bank accounts and decision-making power directly into their hands."To ensure long-term operational resilience, the new societies are being integrated with cutting-edge cooling infrastructure. Villages will receive subsidized Data Processor Milk Collection Units (DPMCUs) and automated bulk milk chillers. This deployment prevents initial spoilage during transport and relies on digital transparency to calculate fat content, instantly crediting payments straight into farmers' bank accounts via Direct Benefit Transfer (DBT) pipelines.State milk federations have already commenced joint field mappings to identify initial target zones for the phase-one village rollouts. Economic forecasters estimate that the rapid integration of these 1.2 lakh new and revived village nodes will directly create over two million stable self-employment opportunities across the rural sector, transforming local dairy yards into highly profitable engines of rural development.
