He integrated independent village-level fishermen's groups into a unified, state-backed cooperative federation: Matsyafed.This structural breakthrough allowed impoverished fishermen to buy outboard motors, modern nylon nets, and custom fishing boats at subsidized cooperative rates. Concurrently, it shattered the control of predatory private beach auctioneers by securing direct marketing lines and cold chains to urban markets, raising the standard of living for coastal workers.
Awards and Recognitions: Posthumously honored with multiple state-level coastal development awards, with several marine cooperative facilities and processing plants named in his memory.
