- Contributions to the Cooperative Sector: An eminent economist, Dr. Gadgil gave structural, economic, and intellectual validation to India's post-independence cooperative sector. He formulated the revolutionary "Crop Loan System," which completely restructured agricultural financing across India. Prior to this, banks issued loans based on a farmer's physical land wealth, which systematically excluded poor tenant farmers.
- Gadgil's model shifted the metric, ensuring that credit was issued based on the estimated value of the crop production capacity instead. This policy change allowed thousands of smallholders and tenant farmers across Central and Northern India to access formal institutional finance, effectively shielding them from predatory local moneylenders. He also served as the primary economic planner behind the expansion of the Maharashtra sugar cooperative network.
