He dismantled the private fair-price shop contracting system and legally mandated that all ration shops be run exclusively by consumer cooperative societies, such as TUCS and primary agricultural banks. This move eliminated artificial black-marketing, stabilized the retail prices of essential commodities like rice, wheat, and kerosene, and turned consumer cooperatives into vital lifelines for millions of low-income families across all districts. He also leveraged cooperative diaries to supply inputs for his historic Nutritious Noon Meal Scheme for school children.
