Prem Krishnan S is an Indian Administrative Service (IAS) officer belonging to the 2017 batch of the Kerala cadre. Born on May 15, 1986, he is a native of Thiruvananthapuram, Kerala. Before entering civil services, he completed his Bachelor of Technology (B.Tech) in Electronics and Telecommunication Engineering from the University of Kerala, followed by a Post Graduate Diploma in Business Administration (PGDBA) in Marketing from the Symbiosis Centre for Distance Learning. He has built a diverse administrative career across various state departments, holding notable positions such as the Sub-Collector of Devikulam, District Development Commissioner of Malappuram, and the 38th District Collector of Pathanamthitta.
His direct and highly critical connection to the cooperative sector is established through his official appointment as the Registrar of Cooperative Societies (RCS) for the Government of Kerala. In this major regulatory role, he serves as the apex administrative head responsible for overseeing the functioning, expansion, and structural integrity of the state's massive cooperative network. This includes direct statutory control over the registration of new societies, monitoring of financial governance, management of audits, and handling the structural implementation of cooperative laws across the state.
Under his jurisdiction as the Registrar, his office monitors a vast ecosystem of grassroots-level institutions that form the backbone of Kerala's rural and semi-urban economy. This network encompasses Primary Agricultural Credit Cooperative Societies (PACS), urban cooperative banks, marketing cooperatives, consumer federations, and various welfare-oriented cooperative societies.
